October 1: The Mat Su Borough has granted Fowler Oil and Gas a conditional use permit to drill a coalbed methane well between Palmer and Wasilla.

August 10: A conditional use permit for Fowler Oil and Gas is up for public comment, follow the link here to read the permit on the borough website. The conditional use permit application is for a cbm operation with a single well on 840 acres, underground directional drilling, a 10'x20'x10' equipment building and a gravel access road.

Introduction
Without adequate regulations and enforcement, coal bed methane (CBM) drilling for methane (or natural gas) has the potential to turn the Mat-Su Valley into an industrial sacrifice zone. The impacts of CBM development could include: extensive new roads, gas compressor stations, numerous wells and pipelines on private and public lands; and adverse water well, subsistence, and wildlife impacts.

CBM development can occur without local regulation due to passage of HB 69 (sponsored by Mat-Su Rep. Vic Kohring) in 2003, and can take place regardless of property owners views due to state ownership of the subsurface resources and passage of HB 394 (sponsored by Mat-Su Senator Scott Ogan) in 1996, which requires the state to issue CBM drilling leases if the director of the Alaska Department of Natural Resources determines that the discovery of a local source of natural gas would benefit the residents of an area.

Fowler Oil and Gas recently sent example pictures of their proposed enviromentally friendly drill sites. The following two pictures are from them, the third is from a pilot well drilled by Evergreen several years ago.
